Taliban flogs and executes pregnant widow

The Taliban publicly flogged and then executed a pregnant Afghan widow by shooting her three times in the head for alleged adultery, police said.

Bibi Sanubar, 35, was kept in captivity for three days before she was shot dead in a public trial on Sunday by a local Taliban commander in the Qadis district of the rural western province of Badghis.

The Taliban accused her of having an "illicit affair" that left her pregnant.

She was first punished with 200 lashes in public before being shot, deputy provincial police chief Ghulam Mohammad Sayeedi told AFP on Monday.

"She was shot in the head in public while she was still pregnant," Mr Sayeedi said.

The execution is a grim reminder of the Taliban's harsh six-year rule from 1996 to 2001 in Afghanistan. The radical Islamists staged public stonings or lashings of those found to have committed adultery or sex outside marriage.

The then-Taliban government would also chop off the hands and feet of those accused of theft and robbery.

Local Taliban commander Mohammad Yousuf carried out the execution, Mr Sayeedi said.

The woman's body was dumped in an area under government control.

The man who allegedly had an affair with Ms Sanubar has not been punished.

Head of Badghis provincial council Mohammad Nasir Nazaari confirmed the execution and said the Qadis district was entirely under Taliban control.

The deputy head of the religious council for western Afghanistan, Mohammad Kabaabiani, said the execution ran counter to Islamic principles.

Head of the Afghan Independent Human Rights Commission in western Afghanistan, Abdul Qadir Rahimi, condemned the killing.

"Any such trial is unacceptable and is a violation of human rights. All trials must take place in an authorised court observing every single measure of justice," Mr Rahimi said.

Since they were ousted in 2001, the hardline Taliban militants have executed many people they accused of spying for foreign forces, including at least one woman who was shot dead in Kandahar.

The insurgents last year publicly executed a young couple, accused of eloping in Nimroz province, by firing squad in front of a mosque.

WEST POINT: The US President, Barack Obama, pledged to shape an ''international order'' as part of a national security strategy that emphasises his belief in world institutions and America's role in promoting democratic values.

Speaking to the graduating class at the US Military Academy at West Point, he expressed his faith in co-operation and partnerships to confront economic, military and environmental challenges.

''The international order we seek is one that can resolve the challenges of our times,'' Mr Obama said.

''Countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials; combating a changing climate and sustaining global growth; helping countries feed themselves and care for their sick; preventing conflict and healing its wounds.''

The administration is set to release its first national security strategy this week, and Mr Obama's preview at the weekend suggests it will be different from the one offered by his predecessor in 2002. In that document, George W. Bush called for a policy of pre-emptive war and a ''distinctly American internationalism''.

Mr Obama has spoken frequently about shaping new alliances with the world, and of attempts to repair the US image abroad after almost a decade in which Mr Bush's approach was viewed with suspicion in many quarters. In his commencement speech to the graduates, Mr Obama emphasised his beliefs in those alliances.

''Yes, we are clear-eyed about the shortfalls of our international system. But America has not succeeded by stepping outside the currents of international co-operation. We have succeeded by steering those currents in the direction of liberty and justice - so nations thrive by meeting their responsibilities, and face consequences when they don't.''

Mr Obama said the US will pursue a strategy of ''national renewal and global leadership.''

To the men and women in the hall, many of whom are headed to Afghanistan, Mr Obama pledged ''the full support of a proud and grateful nation''.

The US secretary of state, Hillary Clinton, will explore options for censuring North Korea over the sinking of a South Korean warship with the Chinese government early next week.

Clinton, who is due to arrive in Beijing on Sunday for a three-day visit, said on a stop-over in Tokyo that North Korea will face consequences.

She added: "We cannot allow this attack on South Korea to go unanswered by the international community,"

The options available to the US and South Korea are limited, especially as the Chinese are reluctant to join in any action against their ally North Korea. Beijing has described the incident only as unfortunate and urged all parties to show restraint.
